The Maintenance Unit supports the operational readiness of JPD facilities through effective infrastructure management, compliance with safety standards, and responsive support that upholds the integrity of secure facility operations enabling critical mission fulfillment. JPD facilities include 121,699 sq. ft. of administrative offices and Correctional facility space, 9 acres of land, and an automotive fleet.

JPD Facilities Management Department Operations
Maintenance & Custodial duties and services are scheduled for compliance with the Texas Juvenile Justice Department (TJJD) requirements for secure Juvenile Pre-Adjudication Detention and Post-Adjudication Correctional Facilities which, among other responsibilities, requires meeting all Municipal, City, State, and Federal Code Compliance.
This is completed with the help of venders, expert inspectors, and repair services for the following:
Monthly Servicing – Medi-waste pickups, Document shredding, and site Pest Control.
Annual Fire License inspection – TJJD & El Paso City Fire Code
Annual Fire Alarm equipment inspection & testing- TJJD & El Paso City Fire Code
Annual Fire Extinguisher tanks, Maintenance & Inspections- TJJD & El Paso City Fire Code
Annual Fire Suppression System Inspections (Facility & Kitchen Range)- TJJD & El Paso City Fire Code
Annual Alternate power source Inspections and Testing Detention & Challenge- TJJD requirements
Annual Xray machine radiation generation Surveys -Texas State Department of Health & TDLR
Annual Elevator Inspections- Texas Department of Licensing & Registration for Elevator equipment certification
Quarterly Elevator Preventative Maintenance- EL Paso County
Quarterly Kitchen grease & lint trap servicing- El Paso Water Utilities
Bi-Annual natural gas pipeline Testing – Texas School Facilities
Tri-Annual Boiler water heater Inspection- Texas Department of Licensing and Registration equipment certification
Maintenance work also includes the Maintenance and Repair of Emergency Management Systems, specialty locking and security systems, HVAC, plumbing, electrical systems, facility modifications, janitorial, fleet and grounds duties.
Mechanics are responsible for responding to daily requests for various routine maintenance services and contractor escorting. Work Orders are received and documented in the JPD Organizational Development Application.
Maintenance Staff focus on maintaining the current operational efficiency of building systems and equipment. This is possible by scheduling preventative maintenance assignments, leveraging expert inspection services, and processing equipment conversions, upgrades, and repairs.
Janitorial staff strive to meet the cleaning requirements of the facility with minimal disruption to departmental operations. These services include trash removal, floor cleaning, disinfecting, and sanitizing all facility areas.
They also provide supplemental services and errands such as supply stocking, mail package deliveries, as well as Courts and conference room setups for events.
Management and Supervisory positions are held by highly experienced personnel in the field of Facility Maintenance Management.
